(92130) construction began in 1983, when the area was still known as “North City West.” A master-planned community, renamed in the early 1990s, Carmel Valley is served by five local parks, a number of mini-parks, a community recreation center, athletic clubs and easy access to Pacific beaches at Del Mar and Torrey Pines. There is also a well-developed trail system and ample open space areas. The development takes its name from the Carmelite Sisters of Mercy, who maintained a dairy farm and monastery in the area in the early 20th century. Early community design highlighted mesa-top construction that left canyons as undeveloped open areas. All Carmel Valley development is considered by the Carmel Valley Community Planning Board (CVCPB), an advisory group of elected volunteers. Within Carmel Valley, Collins Ranch is a luxury gated community of 52 estate homes built along quiet tree-lined streets. Collins Ranch families enjoy the advantages of schools in the Poway Unified School District. The enclave also has a playground and community swimming pool.
